TIS and Quantum Mesh Begin Collaboration in AI Infrastructure Business Utilizing Liquid Immersion Cooling Technology: Addressing the High-Load Data Centers in the AI Era by Utilizing Liquid Immersion Cooling Technology to Control Operational Costs and Increase Efficiency

TIS Inc. (Headquarters: Shinjuku-ku, Tokyo; President and Representative Director: Yasushi Okamoto; hereinafter "TIS"), a member of the TIS INTEC Group, and Quantum Mesh Inc. (Headquarters: Chuo-ku, Tokyo; Representative Director: Hiroyuki Shinohara; hereinafter "Quantum Mesh") announce that they will begin collaboration starting October 2025 with the objective of developing and expanding AI infrastructure services utilizing the distributed edge data centers※1 and liquid immersion cooling system "KAMUI" provided by Quantum Mesh.

TIS, which has extensive development and operational experience for enterprises and boasts one of the largest data center networks in Japan, and Quantum Mesh, which has high technological capabilities regarding distributed edge data centers and liquid immersion cooling systems, will leverage each other's strengths to jointly expand AI infrastructure services that respond to challenges such as increasing demand for GPU servers, high-load data centers, and soaring electricity costs. Around November 2025, a Proof of Concept (PoC) will be conducted with a company that will be the first user of the liquid immersion cooling system "KAMUI," with the objective of verifying the operation of the liquid immersion cooling system and additional development features. Based on the results, the companies aim to start providing AI infrastructure services around the summer of 2026, utilizing the data centers of both companies in a hybrid manner to respond to a wide range of needs, such as constructing AI models utilizing internal company data and constructing industry- and business-specific LLMs.

◾️Background

The utilization of AI by companies has been expanding rapidly in recent years for the purpose of operational efficiency and new business development. AI utilization requires high-performance GPU servers equipped with image processing units, and demand from companies is increasing year by year. Along with this increase in demand for data centers for AI utilization, the housing service market for hosting high-performance GPU servers in data centers is predicted to grow at a compound annual growth rate of 73.1%※2 by 2029, rapidly expanding the market approximately 15 times in five years. On the other hand, high-performance GPU servers consume a large amount of power during operation and generate a significant amount of heat, necessitating the introduction of highly efficient cooling systems. In the future, data center loads are expected to increase further as AI utilization progresses, and the development of advanced cooling technologies such as water cooling and liquid cooling, in addition to traditional air-cooling systems, is anticipated. In particular, liquid immersion cooling is a highly prominent technology that directly leads to the control of data center operational costs by improving cooling efficiency and reducing power consumption.

TIS owns the "Tokyo Fourth Data Center," a state-of-the-art urban data center with a total floor area of approximately 20,000 m² in central Tokyo. It features a seismic isolation structure and state-of-the-art facilities, providing services to a wide customer base centered on enterprises. While possessing extensive development track records and operational capabilities, preparing for the AI era and further enhancing the added value of the data center business, as well as strengthening the acquisition of new customers centered on services utilizing AI, had become urgent challenges.

Quantum Mesh is a startup company that develops and operates distributed edge data centers. In March 2025, the company developed and commercialized the liquid immersion cooling system "KAMUI" for the first time in Japan※3, which adopts a mechanism to immerse the GPU server itself in cooling liquid to absorb heat generated from the server. While possessing highly efficient and secure service assets, strengthening its organization and improving its expansion capabilities to respond to market expansion were challenges.

Given this background, TIS and Quantum Mesh reached this collaboration with the goal of early provision of "high-efficiency AI infrastructure services" that achieve both improved cooling efficiency and operational cost reduction, addressing challenges such as high-load data centers and soaring costs like electricity at an early stage.

◾️Overview of the Collaboration

In this collaboration, the following initiatives will be considered. Through these, the companies aim to provide highly efficient AI infrastructure services optimal for AI training and inference.

●    Joint development and provision of new services utilizing the data centers of TIS and Quantum Mesh in a hybrid manner

●    Joint maintenance and operation of distributed edge data centers and new services

●    Joint expansion of the installation of distributed edge data centers

●    Sales and joint development of the liquid immersion cooling system "KAMUI"

●    Service expansion of secure data platforms

◾️Overview of the PoC

A PoC is scheduled to be conducted for approximately six months starting around November 2025, aiming for AI infrastructure introduction and operational verification utilizing the liquid immersion cooling system "KAMUI." This time, the following items will be verified, and based on the results, transition to full-scale development and provision of the new service will take place.

◾️Overview of the New Service

The companies plan to develop AI infrastructure services with high efficiency and convenience to support operational efficiency and business development for operators deploying services utilizing AI, operators considering internal AI utilization, and operators engaged in industry- and business-specific AI research. Furthermore, looking ahead to the AI agent era and to meet secure private AI learning needs, the companies aim to construct a framework where TIS's Tokyo Fourth Data Center and Quantum Mesh's distributed edge data centers can be utilized in a hybrid manner according to the application of each company.

◾️Future Outlook

As the first phase of this collaboration, by making the Tokyo Fourth Data Center of TIS and the distributed edge data centers of Quantum Mesh available for hybrid use, the companies will promote responses to corporate AI utilization needs and joint service development, such as providing offering-type AI infrastructure services as a lineup of the "Digital Infrastructure Offering Service" provided by TIS. Thereafter, the companies plan to proceed with considerations for the joint deployment of distributed edge data centers and joint development of liquid immersion cooling systems.

◾️About the Liquid Immersion Cooling System "KAMUI"

"KAMUI" is a closed-loop, single-phase liquid immersion cooling system independently developed by Quantum Mesh. The system works by immersing the server itself directly into a coolant, allowing for highly efficient absorption of the heat generated by the equipment. In this liquid immersion cooling system, the server is cooled by exchanging heat between the coolant, which is warmed by the heat generated from the server, and groundwater, which maintains a stable temperature of 14–18°C throughout the year. The electricity required for cooling is reduced to less than one-tenth of that of conventional air-cooling systems, enabling the data center as a whole to achieve a world-class PUE of 1.03–1.04.
