Notice of Entering a Basic Agreement: Toward Digital Infrastructure Deployment in the AIoT Era

Quantum Mesh Inc. (Headquarters: Chuo-ku, Tokyo; Representative Director: Hiroyuki Shinohara; hereinafter "Quantum Mesh") and Maeda Corporation (Headquarters: Chiyoda-ku, Tokyo; President and Representative Director: Shoji Maeda; hereinafter "Maeda Corporation"), a group company of INFRONEER Holdings Inc. (Headquarters: Chiyoda-ku, Tokyo; Representative Executive Officer and President & CEO: Issei Kibe; hereinafter "INFRONEER"), have entered a basic agreement with the objective of constructing and deploying digital infrastructure essential for the AIoT era nationwide.

This initiative accelerates at an implementation level the "Watt-Bit collaboration"※1 promoted by the government, achieving both industrial competitiveness and data economy growth while responding to the increasing power demand of data centers due to the expansion of Generative AI.

The group of AI data centers to be constructed this time achieves both high-density, sustainable AI computing and world-class power efficiency through a 2 MW-class high-voltage power unit design and a liquid immersion cooling system. This provides reasonable options in terms of both initial costs and operational costs, even for startup companies and new entrants in the AI field.

Moving forward, an architecture that interconnects decentralized regional AI data centers and large-scale data centers along the Pacific coast will be adopted. This realizes low-latency, highly efficient distributed processing during normal times, and rapid failover※2 and backup during emergencies, significantly improving the resilience of Japan's data infrastructure from the perspective of BCP (Business Continuity Plan) as well.

This initiative is positioned as part of the "Watt-Bit-Road" advocated by 8M Capital, an investment company specializing in capital investment for decentralized regional AI data centers. It is a concept to attract a regional data economic zone from local areas through a framework (Optimal Placement -> Optimal Operation -> Regional Spillover) that sequentially advances the social implementation of decentralized AI data centers through financial collaboration, connecting regional energy resources such as renewable energy with regional data demands. By widely calling for co-creation with industry, finance, local governments, and educational/research institutions, the goal is to turn local areas into growth engines (the "3.0" stage)※3.

At INFRONEER, the medium-term management plan advocates "promoting new businesses utilizing advanced technologies such as AI and IoT" and "sustainable growth and improvement of shareholder value." Under these policies, this project promotes next-generation infrastructure businesses that integrate physical reality and digital technology in fields such as smart cities, industrial DX, and disaster prevention resilience, contributing to the construction of a framework capable of responding to various domestic and international industrial issues.

This agreement represents a significant step forward toward establishing the computing power to support AI automation and the circulation of the data economy simultaneously through the nationwide deployment of geographically distributed AI data centers. Through this, next-generation infrastructure that strengthens Japan's economic security and international competitiveness while supporting industrial resilience and growth will be realized.

※1: An initiative to integrally promote the development of electric power (Watt) and communication (Bit) infrastructure.

※2: A mechanism that automatically switches to a backup system when a problem arises in an active system, causing the system or server to stop.

※3: A concept in regional development policies advocated by the OECD. The 3.0 stage represents the "innovation-led, sustainable model," aiming for autonomous generation of innovation to solve challenges faced by regions and achieve sustainable growth.
